Все работало отлично до установки обновлений от майкрософт. После установки на сервере 1с обновлений, пользователям, при выборе и запуске базы, начали всплывать сообщения - "Лицензия не найдена". Обнову откатил, переустановил драйвера и менеджер лицензий. После этих действий на одном компьютере работают все базы, у всех остальных только "скл"-ные. копировал с него "nethasp.ini" - не помогает. При запуске "скл" баз на клиентских машинах, на сервере просматривается активность на 475 порту.

так "скл"-ные то работают. Так что дело не в нем.
Полагаю что либо не видит менеджера личензий, либо с дровами что-то, но уже раз 5 все переставляла не заводится, но больше всего удивляет стабильный запуск всех баз на 1 компьютере.

комп главного бухгалтера, думал в нем может ключ вставлен какой, но нет -"тю-тю".

Разрешить выдачу лицензий сервером 1С
